California Environmental Quality Act (CEQA)
Requires determining if a development project will have significant effects on the environment, including cultural resources. It mandates an Environmental Impact Report (EIR) to identify adverse effects and consider mitigation or alternatives to avoid negative impacts.

California State Historic Preservation Office (SHPO)
Works with property owners, local government, and community and statewide organizations to develop means of promoting historic preservation awareness and sound cultural resource planning and management, including coordinating cultural resource surveys, preparing the state preservation plan, and providing guidelines and advice for those preparing nominations to the National Register of Historic Places. ohp.parks.ca.gov

National Register of Historic Places
Lists districts, sites, buildings, structures and objects of local, state and national significance in American history, architecture, archaeology, engineering and culture. Administered by the National Park Service.

Preservation
The act or process of applying measures necessary to sustain the existing form, integrity and materials of an historic property.

Rehabilitation
The act or process of making possible a compatible use for a property through repair, alterations and additions while preserving those portions or features that convey its historical, cultural or architectural values.

Rehabilitation Tax Credit
An income tax credit equal to approximately 20 percent of the cost of rehabilitation (in accordance with the Secretary of the Interior's Standards) for industrial, commercial or rental residential properties that are certified historic structures.

Restoration
The act or process of accurately depicting the form, features and character of a property as it appeared at a particular period of time by means of the removal of features from other periods in its history and reconstruction of missing features from the restoration period.

Secretary of the Interior's Standards
Provides guidelines for the preservation, restoration, rehabilitation and reconstruction of historically significant structures and recommends approaches, treatments and techniques in the protection, maintenance, repair and replacement of historic materials.

Section 106 Review
Section 106 of the National Historic Preservation Act of 1966 requires consultation with the State Historic Preservation Officer in any federal undertaking or other project which involves federal funds to determine whether the project could have an adverse effect on National Register or National Register-eligible properties and to seek agreement on means to avoid or reduce harm to such properties.
